I don't doubt that Vodka is part of the problem, but since supplies aren't getting to the front lines I doubt that it's the main problem.
Complacency and people actually thinking about what's going on in the war are bigger problems for Russia. Once guys decide that they aren't going to fight, the war is half over.
That's probably why it has become a missile and artillery war. 250k casualties makes a huge dent in morale.
