No age requirements, use annual cognitive tests, flunk once and out you go. Anyone screwing with administering the test or the results gets an automatic life sentence.

Maj Kim Patterson Imagine how hopeless can seem to the youth who are becoming politically aware and do not see government doing a good job, in many ways, of functioning in the way our system is designed to function. It must seem awfully hypocritical and corrupt.

Have to agree with MSgt Sweeney. We have term limits. They are called elections. As for the money issue it is troubling. Best idea I can come up with is you have to live in the State to vote for US Senators, Congressional Districts for US House members and the same restrictions would follow at the State and local level. I would throw in having your primary residence in that political subdivision.
