A NATO - APAC alliance would severely hurt China, but I'm not sure about Russia. Russia hasn't shown a lot of interest beyond freedom of navigation in the Pacific. China, on the other hand is pushing hard on expansion. So much so that they built their own islands to inhibit free transit in the East China Sea. Any partnerships of APAC nations presents a real threat to China, and losing face is never a winning proposition for the Chinese.
