Ft Hood has had a problem with sexual harassment for decades. I served there back in the 80's and 90's several times. It was a big problem back then as well. Commanders make a big deal out of implementing new policies and the like. I have always thought the problem was a failure of NCO leadership and their role in taking care of their soldiers. Until junior and mid-level NCO's take that role seriously, sexual harassment will always be an issue.

The problem is that there's still a culture of not only it's not taken seriously by leaders but by some in general. I still hear jokes about sexual harassment and sexual assault. People who say "Oh watch out you don't want to get SHARP'ed." I've been in almost 19 years and barely have seen any changes. Yeah a few minor changes in the SHARP program. I'm glad that now there's the SHARP academy and it's more than a 80 hour course to be a VA or SARC. That they are vetting people better to do those positions. That the training also includes male victims and that they got rid of "if you've had one drink of alcohol you can't consent" and actually talk about what consent is.

But it's still a huge issue and the problem really is you can't vet people's thoughts. A lot of sexual predators have multiple victims before they actually get caught. The other issue is people don't report immediately for a variety of valid reasons so then there's no evidence when it gets investigated and it doesn't get prosecuted. Or it does get prosecuted and the perp gets acquitted.

It's not just a Ft Hood issue - it's an every base issue. And every branch issue. I mean Ft Hood has its share of issues and I think that needs to be a separate study in itself.

I've read plenty of Army Times stories of General Officers abusing their aides and such... a general problem throughout. But I do agree that without every level of buy in its not going to stop.
