Wouldn't working as a poll worker lead someone to believe you are an election worker?

I don't see the problem...If yo are comng off pretending to be someoen you aren't especially an election worker, that is fraud. If you are a volunteer athen say you are a volunteer and do voter registration drives, just say it up front that you aren't an election worker and don't come off as someone or something you aren't...kind of an integrity thing IMHO!
