In a nutshell nanoparticles can breach the blood brain barrier; as ingredients in food they have not been tested, but have been in use since the 90s - generally recognized as safe (GRAS) designation - and relies on the manufacturers to be responsible for their safety (the fox guarding the hen house).
Worth watching.
FDA needs oversight. Apparently, that is we, the people. This is another instance where it is not doing what we think it does and should be doing.
Perhaps creating new regulations requires Congressional law-making? I don't know. It is something that we need to encourage our elected and appointed officials to consider. At least there needs to be labeling. As the video points out it took a very long time to get GMO/non-GMO labeling - in fact it has been a struggle to get everything in food labeled (particularly processed food).
