Not so rare regardless what the right-wing claims.

This is the exception not the rule. This is normal for Venezuela but this brokeback president wants to buy oil for venezuela. This is just as dirty oil as the oil from California or Canada and shifting it by super tanker makes no sense at all because that produces more carbon dioxide but you can't convince a leftist of this.
