From the FBI site:
"Crime data for Arizona are derived from National Incident-Based Reporting System (NIBRS) reports voluntarily submitted to the FBI.
In 2021, the FBI estimated crime statistics for Arizona are based on data received from 79 of 127 law enforcement agencies in the state that year."
and
"Crime data for South Dakota are derived from National Incident-Based Reporting System (NIBRS) reports voluntarily submitted to the FBI.
In 2021, the FBI estimated crime statistics for South Dakota are based on data received from 110 of 145 law enforcement agencies in the state that year."
The states are not furnishing the entire data, so of course the FBI estimates will be off.
