We need the reform, but it has the word Marijuana in it so the conservatives would never allow it to go forward as a stand alone bill.

You might be surprised.....
There is a very widespread acceptance of the medicinal properties of Marijuana. Complete legalization is not anywhere close to possible, but re-scheduling to a schedule II or even schedule III drug is not out of the question.
