In my view, Col Joseph Lenertz, Congress is and has been out of Control for a long time! These pass-throughs are nothing but a way to get rich for many associated people... It is NOT in the best interests of the Country or its Citizens... Congress authorizes $$$$ for great projects, but along with that come some very bad wasteful projects that are like flushing money down the toilet... Seems to be a game some in Congress play... I am USAF all the way and want nothing but the best aircraft and armament for our Country...
