First I love how atheists are always talking about God.
As to the placement that's due to the order in which the tribes break camp. From a strategy perspective its sound as the largest tribe leads with the second largest tribe securing the rear. If each man was married and had two kids we're talking over 2 million people marching in a single column - 2:9 Also maybe the message of having order in your journey and movements when it come to the spiritual journey - the 38 years might represent - how easy one decision can have a profound impact on your relationship with God and have a negative impact on your spiritual journey.
As for the destination the 12 tribes represent 12 different spiritual paths that are all necessary to "travel/experience" in order to reach our own final destination - Kingdom of God. As this journey is a spiritual one and not a physical one there are no left-right directions.
May we discover our path and live up to it. And may that help us reach the time — at the end of days - when we will gain clarity as to who belongs to what tribe. King 12:3
