Now that PACT Act has passed, how soon will veterans see their benefits?

YEARS! For those who ever do see any benefits.
First we have to wait for the VA to notice that there is a new law.
Then we have to wait for the VA to decide to form a team to think about writing some new regulations about how to deny benefits.
Then we have to wait for the team to write the new regulations
Then we have to wait for the Secretary to approve the new regulations
Then we can submit a claim and wait
Then VA will outsource processing our claim to the private (for profit) Veterans Examining Service
Then we wait for VES to schedule multiple "C&P Examinations" with doctors who have no training or experience in the specialty covering our condition
Then we wait for the contracted doctors to send their forms back to VES
Then we wait for VES to tell VA if they found an excuse to deny or delay the claim
Then we wait for VA to tell us that our claim is approved, with a rating of 0% disability an no benefits.
