Not by PSYOP -- that would be a bit hard to do. However - yes - Influence units across the globe have done such targeting - and not just the PRC and Russians --- Cubans are very good at the game. But the Revolution in Communications in 2007 brought other players into it - non-state actors. And while wee know the terror ones - it took a while for everyone to figure out the very platforms of communication themselves were Non-State actors and targeting audiences in the population and creating key communicators as well.

US Army PSYOP has a major problem on the other hand - our authorities are so high up and so slow - effectiveness is compromised in campaigns. When the approval authority is an ambassador - it is not easy - but you can get into the flow with he embassy and all be in the fight. But when supporting military operations - that approval authority may well be way up in DoD itself - not even a Corps CG or a JTF CDR have it unless it is delegated. Some prefer to sit on it instead of delegating it -- and it puts us behind the enemy's campaign and in reaction mode. You do not influence in reaction mode -- you do make a lot of mistakes though.
