Always had a problem with these foreign CODELs. Diplomacy is a DISTINCTLY executive branch function.

I am about the most anti-executive authority person you can find. I ABHOR the power the office of President has accumulated for itself (that's the office, I am speaking about, not any specific President). I rail against both the President's for grabbing the power, AND the Congress for letting them. Or, at times, giving it away.

But in this specific area, Congress needs to butt the F out. Diplomacy simply CANNOT work if Congress and State are putting out even slightly different messages. And it is State's bailiwick, so let them do their job.

Oh, yeah, plus that's what the Constitution says.
