A lot of questions... Straw purchase is the very first thing that came to my mind. That's a Federal violation. The violation is (AKA A CRIME) someone (AKA a PERSON or INDIVIDUAL), purchased a incomplete firearm, from different vendors, (hiding the ultimate true ownership of the weapon) for the benefit of another, who were not law enforcement acting in their official capacity and traveled from another State or within the State, assembled that weapon, not for their benefit, but for the purpose to give to another... If they were paid to assemble the weapon, again, for another person, they are working as a gunsmith without (or with) a firearms manufacturing license (AKA Class 7 as I recall?). They didn't trade the firearm for another for the benefit of enhancing their personal collection...as I recall...there is no law, rule or regulation that permits a news reporter to conduct an undercover operation and is permitted to violate laws rules or regulations to obtain a news worthy report and be compensated for making that undercover operation by the new organization who retained that person as a so called news reporter.

Other issues that mitigate, if the State traveled to or from, have similar laws as where the purchase took place... there is no violation of law. (Mostly with long guns and shotguns) If this was a P80 pistol or handgun, then you got issues during each transfer unless they are exempt form the law (i.e. Police officer) and where I am from the DA. (Elected) is considered the top law enforcement person in that area.

Bend them over. Shove the manufactured firearm from parts up their collective asses and make sure none of the parts can be observed by the naked eye (pun intended) and I think justice will be served at 98.6 degrees after about a few hours up in there... ehh... but what do I know...I don't give a rats ass about Pennsylvania. Just keep it out of my front yard.
