That messaging is primarily for his people whom don't have as good access to outside media sources. As we know in this country if you repeat a lie for long enough, people will believe it.

The Russian army is so inept they drive their columns of vehicles into kill boxes and don't know what to do when hit except to retreat if they have a chance. The fact Ukraine is using MANPADS makes them harder to find because the soldiers don't need much of a terrain to hide themselves.
