He was a deputy. He should know the laws, or researched and learned,,, besides, when has that ever been an excuse?

Any time there is a training standard with in official government departments there are going to be reporting requirements. Sounds like this training was predicated to keep a level of pay and benefits. Hence it is illegal to forge said documents. Basically he was being stupid.
