I don’t think this example is racism. Not confirming someone because you don’t want your opponent to “get the win” is childish and stupid but not racist. However, making a person’s race and gender the qualifier for your nomination is racist and sexist.

I didn't see anyone pitching a fit when Trump said he was "ONLY" selecting a woman as his SCOTUS pick. No fits when Reagan said he'd nominated a woman to the SCOTUS. She was unanimously approved. Also Reagan picked Scalia solely because he was Italian - that was revealed by his former WH counsel Peter Wallison in a 2003 interview for the Miller Center of Public Affairs' Presidential Oral History Program and later republished in the Washington Post.
