I don't see how any of their actions could be legal. And in Arizona, why would a group of "sovereign citizens" get involved? Don't they supposedly not recognize any government as legitimate? Oh yeah. That's only if it doesn't benefit them.

Certainly illegal. It's fraud. And, if these documents went through the US Mail, then it's also mail fraud. And, since they were filed in a way to make them appear just like the real ballots, and sent to the Congress and the Archivist, it's likely election tampering and host of other statutes that may come into play. IF proven there was coordination (difficult, probably) then seem like a clear indicator of seditious conspiracy.
