Have to keep the host country happy. If this means less freedom of movement for service members, so be it.

When I served in Korea, we occasionally had restrictions to base due to incidents of misconduct or major training exercises. An ongoing pandemic is also a legitimate reason.

LTC Eugene Chu - In West Germany (1988-1990) there were certain bars that were off-limits due to their connections to terrorist organizations.
