You are right, how could anyone have known that shutting down the XL Pipeline would change the US from an Oil Exporter to an Importer and cause gas to jump considerably in price. I call BS, Biden knew it but just couldn't wait to try to eliminate everything that Trump had done, good or bad for the US.
