That's preposterous! If true, there are channels to take the original appraisal to task that can challenge his/her appraisal certifications. Fines, loss of license etc. are on the table...
If I were the buyer, seller, listing agent, selling agent or the lender that that first appraisal "touched", I would lodge an immediate complaint - and follow it through to completion... and include the second appraisal as exhibit to the claim.
