Why should any patient's medical records be accessible to state agencies without consent?

Because states coordinate care across the state. I don't necessarily agree with it, but the state I work in, the department of Health and Human Services has basic health data for most folks, so if you go into any state clinic they will have a level of continuity of care. As a social worker, it makes my life a hell of a lot easier when coordinating care for my clients. I don't have access to the records without a court order, but I *can* get my clients better medical care than if this was not the case.

Again, I don't necessarily agree with the process or even the rationale. But there *are* upsides.
