We need to get together with China, Russia, Europe and the Middle East and the rest of Asia and the Americas and everybody spend their normal amount on defense and unilaterally work together with all their soldiers to clean the oceans of the world for a year and have everyone agree, no war for "one" year, and just see how it goes.
