Kind of confusing. Was it applications to vote(Registration) or ballots? I think the Hill was trying to sensationalize it. Article says it couldn't be party affiliation(not listed on whatever paperwork is in question) but I think it could have been based on geographical location of the applicants, like you know that most of the people in a certain area, are going to vote a certain way.

The Hill is usually pretty accurate, but start of article talks about shredding applications while end of article talks about shredding ballots. I smell an agenda here.
