It is clear to me that President Biden is in incipient dementia. He literally cannot string three sentences together, even when he's reading them off the teleprompter. And he apparently has an impulse to improvise in spite of his "handlers" warnings not to do that. Watching President Biden wander around the room in confusion when former President Obama was visiting the White House was a sad spectacle.
