Article mentions more. Not simply civilians, but children of veterans want benefits. There is a difference between being a dependent and being a family member of someone who is no longer in a uniformed status.

LTC Eugene Chu Absolutly, What I found increadable was the child of a WWII veteran wanted benefits.
