Yes they should. But them southern states need those private prisons for slave labor.

How is this misappopriation?

ARP was intentionally vague on how governments could spend the money because Democrats did not want to limit how the states and cities spent it.

The concept was that all of those liberal strongholds who had lost all of their tax money due to Draconian "safety measures" killing business would be able to re-fill their coffers by suckling at the federal teat and suffer minimal damage to their revenues. Democrats wanted the money going straight into the budget to be used however the state or city needed to use it. It was replacement tax revenue - instead of taxing the people of the city or state, the states and cities were taxing the federal government.

Democrats wanted freedom of spending. And that is what they got.

Give it to schools
Create new social programs
Give it to the homeless (who do not have COVID)
Fund abortion programs
Buy office equipment for municipal staff
Buy body cams for police


Etc.

The money went to replace lost taxes. It was COVID relief for the governments, with intentionnally little restrictions on spending. Dems wanted state and local governments to be allowed to spend how they saw fit.
