Wrong phrase. Just because a person didn't go to college doesn't mean they are poorly educated.

The most learned woman I ever met [my Aunt by marriage] never graduated from the 8th grade. However, she read almost every book in a reasonably large public library. On average she read two non-fiction books and one fiction book a week, since the sixth grade. She kept up that pace,while managing her husband's civil engineering firm's day to day operations, until she died at age 93.

"Poorly Educated" does not mean they are not smart. Sounds like an elitist position.
