Video shows US Marshal hitting handcuffed Black man in face

It isn't just what the marshall did that is disturbing. It is how nonchalant he was doing it. It makes me speculate that this is commonplace for him and his group. Why? None of the other marshalls confronted him or arrested him on the spot for assault. I really need an LEO to explain to me if what is shown in the video is acceptable conduct or if it is not.
