So renting an apartment is not a service that's a good one. I love how people spin crap in their favor.

Just because the governor is an idiot doesn't mean all the business owners are. The landlord has a duty to ensure that his employees are safe. If this means requiring vaccinations for his tenants, I say more power to him. If the tenants don't like it, they can feel free to find new housing.
