When I was the Chief of Police at one VA facility I insisted that my subordinate officers belong to a Police Union that had a legal defense plan in addition to the regular employees union. The reason being that in many cases they were arresting employees who would be representing the offender.
It worked better than expected. There were cases where the Unions did not want a second unnion on the facility and backed off
