‘Spiral into crisis’: The U.S.-China military hotline is dangerously broken

Someone has to initiate contact. Why wasn't first contact of the new administration other than an effort to make military contact? And it should have been other than an Indo-centric attitude. India probably dislikes and mistrusts China more than any other Asian nation. It does not make sense for our nation to follow that example especially when there may not have been diplomatic connections yet.
