I have seen that personally here in Florida. I-95 North was bumper to bumper while I-95 South had very few if any cars.

I have an old friend in Gonzales La, he was busy mowing the yard yesterday because he thought it would be weeks before he'd get back on it. I guess he is fairly high and not bothered by the surge but has back up power just in case.
