First a grand jury refused to indict them and then the judge said, yeah no. There probably wasn't enough evidence there to convict so the officers got the right outcome based on the information in the article.

If anything should be questioned its probably if they should have had that high speed chase in the first place but I suspect that is more a question of departmental policy rather than the actions of the officers.
