Probably the most qualified general in that position.......might go out on a limb by adding ever.

General Omar N. Bradley was The GI General; A Generals' General; The Joint-Chiefs General The President as Commander-n-Chiefs General and reached the 2nd highest tier of of General Officers, being outranked only 1 Navy and 2 Army Officers. Those three were George Washington and John J. "Black Jack" Pershing, both holding the rank of "General of the Armies". Their exclusive tier is shared with George Dewey as Admiral of the Navy.

General Bradley's tier of what I call the Stars of the Stars consist of:
George Marshall 12/16/1944
Douglas MacArthur 12/18/1944
Dwight D. Eisenhower 12/20/1944
Henry H. Arnold 12/211944 (General of the Army/General of the Air Force)
Omar Bradley 9/22/1950

That's a pretty exclusive club!

Note: In the post Civil War era 3 offices would hold a 4-star rank of General of the Army:
Ulysses S. Grant 7/25/1866
William T. Sherman 3/4/1869
Philip Sheridan 6/1/1888
This rank was was removed (retired) with the death of General Sheridan 8/5/1888
