So they aren't functional because the batteries are dead, and the batteries can't be replaced because they are "proprietary" and are not being made? The Army got suckered.

Not if hey are NiCad. Those were popular at the time these were bought, but thanks to the Green freaks, they are no longer manufactured. There are other chemistries that would work, but it would require a different charger which isn't interchangeable.

At 10 to 12 years old, most primary cells would have died many years ago.
Here is a listing for a battery pack for these units which is rated for 195 uses
Make a new, rechargeable battery pack that can be charged. I used to make battery packs for two way handhelds that had twice the capacity as the originals, for 2/3 the costs.
