BLUF: "Based on these consultations and on additional discussions with leaders of the White House COVID Task Force, I want you to know that I will seek the President’s approval to make the vaccines mandatory no later than mid-September, or immediately upon the U.S. Food and Drug Agency (FDA) licensure, whichever comes first.

As soon as POTUS approves his request, all military members will be vaccinated by 15 September or immediately upon full licensing by FDA - whichever first. So that answers people's questions about it.
I'm sure there will be exemptions but likely only if you're allergic to anything in the vaccine, potentially if you've had serious adverse reactions and get cleared by medical personnel or find a way to get a religious exemption but that one I bet won't be so easy. Time will tell.
