Navy's Century-Old SWO Career Path Needs Big Changes, Government Watchdog Says

A) The training path isn't 100 years old. It radically changed twice while I was in and I am old, but not that old.
B) The reason there is overmanning is because Big Navy said we all need quality sleep and routines at sea (study done by someone I am sure never had to stand watch at sea).
