All that needs to be done is have one, just one, unruly passenger removed from the plane while it is in flight and everyone else will fall in line.

We have a pandemic in our country, states, counties and cities: An 80% (more or less) unwillingness to UPHOLD the laws already on the books. The answer - make stiffer laws and penalties and CONTINUE to NOT enforce them. Must feel good.
