You'd think that they would get give out the vaccination before they expired, instead of tossing them out like common trash COL (Join to see)

Based on decades of history (how the occupying nation "cares", as mandated by international law to which it is signatory, for those in the territory it occupies), that was to be expected. Then there is also the matter of perhaps not having been stored or transported under the required conditions which also could be predictable, but difficult to prove. Of course there is not trust - for good reason.
"Soon", no doubt, meant "soon" - not long enough to get everyone vaccinated twice, at least - probably once, given obstruction of freedom of movement that becomes an additional limiting variable. That way its like, "well we tried but they said 'no' ". Victimizing the victim, as usual.
No reason vaccines should not be delivered directly to people in occupied territories, even stored and administered by whomever does the delivering, without having to go through Israel.
