It's a tactic. It works.. for a brief period.
I seem to remember this happening a few years ago with Republicans in Wisconsin. I may be wrong about the details, but I know it isn't the first time the tactic has been used.
Edit: I looked it up. I was wrong - it *was* Wisconsin, but it wasn't Republicans. It was Democrats again.
