Some military bases limiting gas purchases, encouraging telework in wake of pipeline shutdown

Something is very fishy. The hackers shut the pipeline pumping down 4 days ago and within 3 days over a thousand stations are out of gas as their large tank underground storage runs out, prices are shooting up and drivers getting stuck in lines and angry.
Since when did pipelines directly feed a gas station? They feed huge tank farms that store millions of gallons and probably at least a months supply of fuel. That fuel is put in tanker trucks to deliver to the stations.
So, has the trucking industry initiated a work stoppage in fuel delivery to stations? Somebody needs to get some answers out ther to the driving public in these areas. If it's a trucking problem then the states can activate their guard and tanker trucks like they do when water shortages hit to help out.

Is the delivery stoppage a planned purposeful event by someone or something wanting to sell electric cars and the green new deal?
