Good morning, sir. Russia had the exercise, "Snap Drill", as an excuse to pre-position war materiel and you have to have troops to maintain that stuff. So....80,000 sounds about right for maintainers. In other words, nothing to see here, move on. (Sarcasm). Real motive, War and incorporation of territory.
