A few decades ago the British used effective intelligence gathering and insider information to target IRA leaders to kill them. This tactic helped the various sides to come to the negotiating table. The lesson is, there are various ways to fight insurgencies.

Not to make light of "The Troubles", but they killed 3,600 in thirty years? That's 10 per month. That's hardly the toll on one Southern California freeway. Yes, even one death in 30 years is one too many, especially when people simply disagree. Given the Irish gift for Blarney, you'd think they could talk their way through their troubles, wouldn't you?
