This would be the best course of (non)action. North Korea is insignificant. One ignores Mosquito's until they bite you, then you crush them.

A1C Michael Allen - everytime a new POTUS is elected, North Korea does something aggressive, but not actually provoking in order to see what the New POTUS will do. Most times it's been beneficial to North Korea, because it brings some concessions from us in order to bribe them to be nice.
