Probably one of the very best article I have seen that lays out what must be fixed in order to have effective offensive and defensive IW capabilities - that wee do not have right now. A doctrine might be a good item to have... vs stovepipes.

First we need a declaration of war before information warfare is legal. We live in a dynastic oligarchy made up of some 47 super rich kings and some 130 billionaire princes who rule for the most part and own the main stream news media.
