Raw sewage dumping? And all the state gets is a fine? This needs to be corrected immediately.

Having worked in state government in Transportation and then the DEP I can tell you some civil servants are being read the riot act. I because aware of differences in state environmental and zoning laws when I used to visit a friend at his family’s farm just outside Rolla Mo. in the 80’s. I was amazed the things they were allowed to still do compared to NE Pa. where I cam from. I remember sanitary sewers being constructed in my boyhood neighborhood in the mid 60’s, and that wasn’t too long ago. In any case there is a delicate balancing act between the federal government and states when permitting comes into play. The federal permit system because much stronger over the last 30 years. It was good to work in the middle of it and see how it developed. Listen to me, you can tell I’m an engineer enjoying stuff like this. :)
