On the one hand... Disgusting.
On the other hand, everyone (or almost everyone) masturbates some times. The disgusting part is that he did it on video to an unwilling recipient.
On the third hand, I have, myself, had a hard time leaving a conference call before. It happens.
On the fourth hand, still... I wouldn't have started jacking it right after the conference call, while standing up in front of the computer.
On the fifth hand, MOST laws (not all, but most) require either intentionality or willful negligence (i.e. it was your RESPONSIBILITY to know better, and not knowing is not an excuse). An excuse of "I thought I had turned off the camera" for a person who does not work in IT and does not have this as part of his regular (and contractual) duties will make it VERY hard to effectively prosecute.
On the sixth hand (Yes, I am a half-brother of Kali - I have lots of arms), that still doesn't make it right. Even if he can't be prosecuted, he should still be fired.
