Curious as to why and how all this stuff ended up getting manufactured in China instead of the US.
Obama implemented regulatory, tax and labor policies that incentivized US companies to offshore PPE production. Then during the during the 2020 election Biden ran TV campaign ads claiming he would bring manufacturing of PPE back to the USA from China. This was exactly what Trump was working on in reducing regulations and lower taxes. To make it easier to manufacture products like PPE in the US than it would have been under Obama - and presumably, under his protégé Biden.

To further implicate Joe in our PPE conundrum as of 2020, Joe was the 18th-longest-serving senator in U.S. history. Why is this important - its congresses' job to make sure agencies are properly funded. With out the funds its impossible to prepared for a pandemic. Our Strategic National Stockpile is depleted naturally as there is a shelf live on much of it.

What is even dumber in all of this is that China has been the source of a number of pandemics. Just thinking out side the box - not really strategically smart to have 90% of our medical gear being manufactured in a country that has such a poor track record with public health. This should be a global concern - something maybe the WHO should look in to - a resilient global supply chain not dependent on one country. Curious if China asked the WHO not to talk about the supply chain shortcomings. Regardless its not hard to comprehend the ramification to the medical supply chain if all the workers died due to a pandemic. That would create more than just a labor problem its a epidemic.

OK so now Joe is saying he's going to make America great again using the DPA to fix the PPE problem. Sure he is.

Non of those states have the manufacturing infrastructure. You would need tp teach an agricultural workforce first to build the necessary factories and then shift the labor to manufacturing not to mention all the supply chain issues. Nebraska barely has enough labor to grow corn. the big problem is we do not manufacture enough in the US to facilitate the demand.
